This addendum provides a summary of Jeanne Rose Century and Rich Halverson's presentations and of the fishbowl discussions that ensued.

This paper was written in preparation for the 2003 SCALE Think Tank on November 4-5, 2003, and discusses the ultimate goal of producing sustainable change (or reform). The authors suggest this central question: "What does SCALE hope to sustain and how will SCALE leaders know that they are getting there?"
